You made a mistake; The Silicon line is pointing to the PCB. As the going rate for silicon wafers is around $300 for a 12" diameter slice, it's blatantly obvious that the Printed Circuit Board isn't silicon. Silicon is pretty much just used in CPUs.
the hardware itself is more than capable, it was just designed for a different standard. Also, you seemed to have made a point of not including any examples of what DX10 will allow which is not currently possible, ergo YOU FAIL IT!
Each new number of DirectX includes a new API. Existing hardware isn't compatable with DX10 because it was designed before the revised standard was released. It's like saying that european hair dryers are better than american ones because the american ones can't use european power outlets;
