Cracking down on system exploitation (Alt Accounts, Spamming) is something that needs to be done. Other than that, in my opinion, YTMND is doing perfectly fine the way it is.
Max, imposing rules based on morality will only harm the fabric of the YTMND community.
Giving people the choice not to view offensive material is one thing, telling people what isn't humor or how to place their votes is another.
As for the "acceptable behavior" and moderation system. The votes should be the only decider on what is and isn't acceptable, and I think it's crucial that moderation is as automated and user driven as possible. It should only be a build up of enough system red flags and user show of hands before a moderator has the ability to make a decision.
Regarding the Hall of Fame, giving every user one vote once a month to vote for their favorite YTMND sounds like a good system. At the end of the month, the YTMND with the most votes gets Inducted into the Hall of Fame.
It's what they bash us with thats funny, they repeat mantras about stealing and overusing fads, yet do the exact same thing (We all take our content from the same Internets). Only, the content on 4Chan is made of complete fandom f*ggotry (Such as Desu). If anything, YTMND happens to filters out some of the trash that has potential. We all know it comes down to jealousy. Theres no way an anime image board can compare to YTMND.
Isn't Fresh Prince a prehistoric 4chan meme? So be honest. Basically, you just want YTMND to follow 4Chan. Like fearcondom said, choose something that represents YTMND culture, like Scarface (Push It to the Limit).
