For all those who are going "LOLWTF!?!?!?" Bush Is referring to "vampire appliances", electronics that, when totaled, can suck up to 4% of a household's energy usage while their main console switch is off. However, I do remember later in his speech our Prez mentioned he felt it was crucial for our national Garlic imports to rise significantly.
