Hypothetically, wouldn't it be perfectly safe to use table salt for chlorine production if you stopped the current well before you took off the balloon? Chlorine is heavier than air, so you'd have a ballon full of the gas and a bottle full of it. Disposing of the bottle could be problematic, but if proper precautions are taken (oxygen tanks), I don't see why this couldn't be used to gas the local prarie dogs.
