1. I don't think mp3s can loop seamlessly.
2. Using animated GIFs in the foreground causes certain issues that I don't know how to solve. For instance, If I were to put the sun and the 4 guys with wands in the foreground, the animated pieces would have a thin, white border around them (something to do with the way transparencies in GIFs are processed?). It looks kinda sloppy, so I went with 1 GIF when I realized I could get it all in 1 GIF and under 8MB.
Apparently, APNGs are the solution to problem #2 - how do you make these kinds of files?

2. Animated GIFs don't support partial transparencies. What you most likely saw was your editor doing anti-aliasing, which GIFs don't like on their transparencies, hence white border. Remember that gifs are palette based, so they should have all one color for the transparency. 1. Yes and no. A quick conversion you can do for the wav you've got is make it mono, which will half the file size without much noticeable difference. You can also reduce the sample rate from 44100, which will reduce the size again (but can cause a difference in the way it sounds.) Converting to 22050 and making mono got your wav down to 1.26MB (I used audacity.) Sound files aren't compressible usually, without changing the format.
2. You have to make the PNG frames in a separate editor, but there are several tools available. See this from a previous question.
