Those aren't DeviantArt rules, their a part of the law. You know, copyright laws. People may use images of other's creation, but they don't outright steal them and claim them as their own. Its like if someone were to walk into a museum and erase the signature on a painting and write theirs over it. There is fair use, but this is not it.
