You could use programs such macromedia flash or adobe image ready. But I'm sure you could find a converter on download.com and search for freeware

Use Adobe Premiere to crop out the section of video you want, save it as a progressive scan quicktime (.mov) file, then open the .mov file with Adobe Imageready.

If I already have a movie clip, I just import the frames as layers into PShop CS3 (technically free if you know what you're doing) and take it from there. If I'm wanting to add something to a preexistent animated gif, I import the gif into Flash and export it as a movie clip, then into PShop. Also, +1 for Earthbound music.
