Holy sh*t, someone else has seen superpup! My buddie got a video of strange TV piolots from eBay, and this was one. It creeped the f*ck out of me, f*cking midgets in dog costumes. The black and white and poor costume design makes it so disturbing. Ugh...

SuperPup was a proposed spin off of The Adventures of Superman with George Reeves (in part because he was always threatening to leave as he hated the show) that had a large cast of midgets in dog suits and people clothes, and it used the same sets as the George Reeves show. So you had a dog Clark Kent/Superman and a bulldog Perry White and criminals who were also, amazingly enough, dogs.
