From Wiki -> "Turning Japanese" was often rumored to be a euphemism for excessive masturbation, and the subject of the song. This is based on the perception that people make a face where they squint their eyes and curl their lips to expose the upper incisors, resembling the stereotypical image of a Japanese person, during masturbation and orgasm.
Most people look "peculiar" when morphed into another race simply because race-defining characteristics (nose, eyes, forehead etc) are very very fine and hard to reproduce. Thus when you turn a white person Asian it looks a bit weird. Even more so for black to Asian, because asians are more genetically related to, and look more like, whites.
