My guess is that it based on total stars. Like, if a site had 100 votes and averaged 4.5, it has 450 stars. A site with 200 votes and a 4.0 average would have 800 stars. (This is just a guess.)

Proof at the top of page 3 (sort of). CUPPYCAKE GUMDROPS max 3.6096 That site has tons of votes, but is way lower rated than anything else nearby. The huge number of votes means a huge number of stars, putting it much higher than one may expect.
