   To answer your question - people are a lot more generous with their votes now (probably too generous). A site submitted today has a strong chance of being at least 2.5 as long as it isn't complete sh*t, and something even moderately good is usually put in the 3.5 - 4.0 range. Less than a year ago, it was almost unheard of to see a site averaging a 4.5 (I have a site with almost half a million views, but is only around 4.1...if I submitted a site that got half a million views NOW it would likely be right...  
    
   
   ...around the 4.5 mark "just because"). Now you have a large group of sites in the 4.5 range and beyond. This has less to do with actual site quality than it does people being afraid to downvote (or a lot of the newer users just having low standards). That said, this is pretty well done, and it's nice to see a new Hassan.
