thats the problem with the comment system, it only encourages upvoting for the purpose of reciporocal behavior. since posting comments with downvotes usually provoke "E-venge" from vengful adolescent young teenage boys, most people dont bother for the sake of thier site ratings. On the other hand, if you post a comment with an upvote, theres always a chance that someone will upvote you back. It is at least typical to see someone return the same vote that you gave him/her.
