I've never understood how a site goes below 1 star being that the lowest rating one can give is 1. How does that work?

Its that way because if you have less than 5 votes, the votes do not count full strength. This keeps 5 star sites with 1 or 2 votes from making top rateds. Therefore, it's possible for ranking display purposes to achieve that score.

a vote translates visually in the tab to half its value. why i dont know. but they do. so 1 vote of 1 = 1/2 star. (if it were 2 votes, it would show as 1 star)

Only when I am viewing a site and press "!" or the triangle, do I see ratings like that. It's like a ZERO-star vote was averaged in. A site with one 5-star vote will appear to be 2.5, and a site with one 1-star vote ends up like what you have. That's a HUGE off-by-one vote-count bug.
