Umfuld appears to be under the impression that, because the Terms of Use do not specify that the use of alternate accounts to upvote/downvote sites, it is acceptable to do what he has done with the alts "Stop-Trolling-A, B, C, D, E, F, G, H, I, J, K, and L," along with the others among that lengthy list. Would you mind clarifying whether or not this is an acceptable use of alternate accounts?

Prior to his obvious abuse of the voting system, he claims that he never did such a thing. Whether this is true or not can only be answered by the person who controls this site. But a deletion of those cover votes on NeoMatrixClt sites would certainly reveal a lot, if it doesn't already. He wonders why people have it out for him when the answer is obvious. He thinks he runs this site and has the right to decide what is worthy of the attention of the community and what is not. His recent activity has altered the ratings of several sites that had been near the top of the up and coming, to the point that they will never be seen again (see also, the activity of the alternate accounts belonging to gr33nscr33n). He isn't helping himself when he resorts to childish playground language to refer to the people he doesn't like. So if he's trying to say that a lot of us have broken that fourth rule, he should look at his own history. He's even been banned from commenting next to the likes of sexymofo and JoeyJoeJoe.

Umfuld may feel inclined to bring up the fact that the user formerly known as "JohnnyLurg" has recently registered scores of accounts to downvote his recent sites, notably [site amusedtodeath:site]. But does that give him the right to do the same thing -- to users not involved with that activity?
