The joke (funny part): this clip was taken from the "unrated and extended" version of the Battlestar Galactica TV movie "Razor." This scene is a flashback where the elderly Admiral Bill Adama (Edward James Olmos) has a flashback to a plot-relevant battle from his youth. The young Adama can be seen here in the cockpit (lol, jk "cockpit," but yeah, no jk actually) and the voice of his commanding officer is clearly the actor Jamie Bramber, who throughout the series plays Lee Adama, Admiral Adama's son. Because this is the "unrated" version, I guess they thought it was a good idea to make young Bill Adama not only say "cocksucker," but to have the actor make his voice sound like 40 years of cigarette smoke like old man Olmos.

This is the series' second poor choice regarding young Bill Adama flashbacks. In the few other young Adama flashbacks, all featured in their own episode, they chose to have Olmos play his own young self. He has a mustache and his hair was a little bit longer.
