The laws differ state by state, and I'm not going to look it up, but I believe you own your land down to somewhere in the neighborhood of 4-6 feet down, unless you get a special zoning permit to build a basement or run tubes deeper than that. I found this out in fourth grade after striking a 5 foot deep buried waterline while trying to dig a fort.
Actually this question is a really simple one that I learned about in middle school... There are 2 pieces of title to owning the land... I don't know the technical terms but you own merely the parcel on top (and you need permits to dig) whereas, especially when buying a home, they don't sell you the rights for the property below ground.
