1) Add the squares of the x and y coordinates of each pixel (x*x+y*y). 2) Divide by 5 and keep the remainder. 3) Assign colors to each possible value (between 0 and 4). 4) Apply a gaussian blur and a bumpmap filter. 5) Sit back and stare.
