Tetris brand games from 2001 or later (Tetris Worlds, Tetris Deluxe, Tetris The Grandmaster 3, Tetris DS) have rules called "Super Rotation System" and "infinity" that allow a tetromino to be spun in place indefinitely.

There's a fan-made game called Heboris, which is basically M.U.G.E.N for Tetris, that has many rulesets and the only one where you can do infinite rotation is TI-WORLD. All others have time limits(most common is 10 secs, there are 1 and 13 sec ones too) and some don't even have it. You need to get an unofficial patch(here: http://hebo.game-host.org/index.html ) though.
