Actually, Norton's doing you a favor by blocking Internet Explorer. Microsoft's spyware detector even catches IE as a threat. Get Firefox or Opera.

Norton fails utterly. Just grab Zone Alarm and either AVG or Avast, both are better and free. If you really want to pay for av software, BitDefender seems to be the #1 choice, but I've never used it myself so I can't vouch for it.
