That is not Data, it his evil twin brother, Lore. Lore took control of Data's position by turning him off and taking his uniform. One thing that distinguishes Lore from Data is that Lore is the second version of Data, the more human and personable version. The irony here is that Lore is inherently motivated toward malice, although he was programmed as a fully intelligent sentient being. All men are inherently evil!
