A user is only allowed to enter a maximum of 20 bills that were previously entered by the same individual, that way no one can abuse the system by trading bills with someone and entering a bunch to receive a bunch of hits. Well, there's this guy from Minneapolis that has entered over 700,000 bills and since I live only 375 miles from him, I find his bills a lot.
